Governor Janice Filmon delivers the Throne Speech. hen MLA’s do return, they’ll be greeted by Heather Stefanson as premier, following her win at the Conservative Party convention earlier this fall. She takes over from Kelvin Goertzen, who had been acting premier following the retirement of Brian Pallister in September.
